Ask five Dubai agencies what an app costs and you will get five ranges, each wide enough to drive a truck through. The ranges are wide because nobody wants to be the first to say a number, and because “an app” covers everything from a booking screen to a platform with a dozen integrations.
So here are ours. These are fixed prices from builds we have shipped, not brackets to negotiate out of: what we charge, how long each takes, what it costs every month afterwards, and which decisions actually move the total. Prices are in dirhams, with the dollar equivalent at the pegged rate of USD 1 = AED 3.6725.
One thing to settle first, because it changes how you read every number below. Build cost is not the number that decides this. An app built for AED 66,105 that costs AED 8,000 a month to run is a AED 354,105 commitment over three years. Hosting, maps, messaging and maintenance bill monthly and scale with the thing you want most, which is usage. We publish both.
The short answer
Most app projects in Dubai land in one of four bands. The band is set by how many audiences the app serves and how many outside systems it has to talk to, not by how many screens it has.
| Band | Cost | Timeline | What it is |
|---|---|---|---|
| Focused app | AED 29,380–44,070 | 5–7 weeks | One audience, ~15 screens, one or two integrations |
| Full consumer app | AED 55,087–66,105 | 8–10 weeks | Customer app plus a web admin, live data, payments |
| Two-sided platform | AED 66,105–100,000 | 10–14 weeks | Two apps and an operations dashboard |
| Data or enterprise platform | AED 128,537+ | 14–20 weeks | Heavy data work, multiple roles, several integrations |
If those numbers look low against quotes you have seen, that is deliberate. We work in fixed scope with a small senior team and reuse the parts of a build that are the same every time — authentication, roles, payments, admin panels. If they look high against a AED 12,000 quote, the gap is real, and there is a section below on exactly what that gap contains.
Cost by app type
Those bands map to real builds. The prices below are the ones we publish for apps we have shipped repeatedly, grouped by what the app does rather than the industry it serves, because the engineering is what you are paying for.
| Type of app | From | Delivery | What makes it that price |
|---|---|---|---|
| Internal tool or team CRM app | AED 29,380 | 5 weeks | One audience, your own data, mistakes fixed in-house |
| Transactional app with payment plans | AED 36,725 | 6 weeks | Money movement, schedules, receipts, reconciliation |
| Two-sided portal | AED 44,070 | 7 weeks | Two user types, permissions, messaging between them |
| Media-heavy app | AED 55,087 | 8 weeks | Video, 3D or AR, where streaming and performance decide quality |
| Operations platform | AED 55,087 | 8 weeks | Scheduling, maintenance, billing, owner or manager reporting |
| Marketplace or listing platform | AED 66,105 | 10 weeks | Search, filters, map, saved alerts, multi-language, supply tools |
| Data and analytics platform | AED 128,537 | 14 weeks | Pipelines, normalisation and numbers people act on |
Two notes on reading that table. A heavier price is rarely more screens; it is a less forgiving failure mode. An internal tool that misbehaves is corrected by a colleague, while an analytics platform that overstates a number sends someone into a decision on your arithmetic, and the engineering that prevents it is most of the difference.
Regulated sectors sit above these prices for the same functionality, because of what surrounds the build rather than the build itself: audit trails, data residency, licensing and review cycles. Our guide to pharmacy software in the UAE walks through what that looks like when a sector has its own regulator, and AI agent development costs covers the same ground for AI builds.
What actually moves the number
Four variables explain nearly every price difference between two quotes for what sounds like the same app.
Integration count, first and by a distance
Every outside system you connect to is its own small project: credentials, a test environment, error handling and the maintenance that follows when the other side changes. A payment gateway, a CRM, an ERP, a delivery provider and a messaging service is five of those, not one line called “integrations”.
If you take one number from this article, take this one: an app with five integrations costs more than an app with twice the screens and two integrations. Integration count, not feature count, is what moves an app budget — and it is also the line most likely to slip, because some of those systems belong to someone who does not care about your launch date.
Screens and design depth
| Scope | Screens | What that means |
|---|---|---|
| MVP | 12–18 | One journey done properly, with real empty and error states |
| Full consumer app | 30–40 | Onboarding, profile, payments, history, notifications, support |
| Platform | 60–90 | Two apps plus an admin panel with roles |
This is the easiest place to save money without buying a worse product. Serious UI/UX design up front usually removes more screens than it adds, because it exposes the flows nobody will use before anyone builds them. A product strategy session does the same at the feature level.
One platform or both
| Approach | Cost impact | When it is right |
|---|---|---|
| Flutter or React Native | Baseline | Almost always — one codebase ships to both stores |
| Native iOS + Android | +50–80% | Heavy AR, camera, maps or device-level work |
| Cross-platform plus one native module | +15–25% | One feature needs native, the rest does not |
| Web app only | −30–40% | Staff tools, dashboards, anything used at a desk |
Two native codebases means two of everything: two map layers, two Arabic passes, two release cycles, two sets of bugs. For most apps in this market cross-platform is not a compromise, it is the correct architecture, and every price in this article assumes it. Nobody administers a system from a phone either, so build the admin panel on the web and save a third of its cost.
The Dubai-specific lines
- Arabic and right-to-left. Mirrored layouts, Arabic numerals, bilingual content and forms that read correctly in both directions. Retrofitting it after launch costs far more than building it in, and it is the difference between reaching part of this market and all of it. See Arabic SEO for the discovery side of the same decision.
- WhatsApp instead of email. Customers here message before they download. Notifications, confirmations and support usually run through WhatsApp, and a chatbot often earns its place before the app does.
- Local payments. Cards and Apple Pay, buy-now-pay-later where it fits, and cash on delivery in some categories, each with its own reconciliation.
- Data residency, when it applies. Health and some government work must stay inside the UAE, which rules out certain hosting and some off-the-shelf components.
What it costs to run, every month
Build cost is a one-off. This one is forever, and at these build prices it is the larger number.
| Component | Monthly | Scales with |
|---|---|---|
| Cloud hosting and database | AED 700–3.5K | Traffic, storage, image volume |
| Maps and geocoding | AED 400–2.5K | Map loads — the most underestimated line in any app budget |
| Messaging: push, SMS, WhatsApp | AED 400–2.2K | Notification and conversation volume |
| Third-party services | AED 400–2K | Video, search, analytics, whatever the product needs |
| Maintenance and support | AED 1.5K–7K | Optional — OS updates, integration changes, small features |
| Typical total | AED 2K–17K | Most single-product apps sit at AED 2K–6K in year one |
Map costs surprise people more than anything else here. An app that loads a map on most sessions and grows from 2,000 to 40,000 monthly users barely moves its hosting bill, but its map bill can move twentyfold. Caching strategy and tile choice are a budget decision wearing a technical costume, and worth a DevOps opinion before launch rather than in an invoice.
Across three years, running costs usually come to two or three times the build. Any proposal that gives you a build price without a monthly figure has told you between a quarter and a third of the number.
Why quotes differ so much
An AED 12,000 quote is not a smaller version of an AED 44,070 one. It is a different product, and the difference is usually these things:
- A template with your logo on it. Fine until you need it to do something the template does not.
- No error handling. The happy path works in a demo; real users lose connection mid-payment.
- No Arabic. Added later at roughly double the cost, or never.
- No admin panel. You email the agency every time you need to change a price.
- No one after launch. The first iOS release breaks something and the team has moved on.
- Source code you do not own. Check this one in writing before you sign anything.
The honest version of a cheap quote is a focused app, built properly, with less in it. That is what our AED 29,380 band is: one audience, one job, done so it survives real use. Scope down rather than quality down.
How long it takes
| Phase | Duration | What comes out of it |
|---|---|---|
| Discovery and scope | 1 week | Integration list, screen list, fixed-price proposal |
| Design | 1–3 weeks | Full screen set in both directions, clickable prototype |
| Build | 3–10 weeks | Weekly builds you can install and use |
| Integration and QA | 1–3 weeks | Live services, device matrix, Arabic pass |
| Store submission | 1–2 weeks | App Store and Play listings, review, launch |
The phase that slips is almost never the build. It is waiting on credentials: a payment gateway merchant account, an API key, access to a system someone else owns. Start those requests in week one, before design is finished. It costs nothing and it is the highest-leverage scheduling decision on any app project.
How to spend less without buying a worse app
- Ship one audience first. Customers or staff, buyers or sellers. The second side can wait for version two, and it will be better for the wait.
- Cut integrations before you cut features. Two done properly beat five done partially, and the saving is larger.
- Put the admin panel on the web. A third of the cost of a native one, and better for the job.
- Use what exists. Authentication, payments, chat and maps are solved problems. Pay for them and spend your budget on the part that is actually your business.
- Design in Arabic from day one. It is the cheapest it will ever be in the first sprint.
- Plan how customers will find you. An app nobody downloads is a cost, not an asset. Search and content reach people already looking; our packages start at AED 2,567 a month, set out in the SEO pricing guide.
What a quote must contain
- Every integration named separately, with who obtains access and who pays for it.
- Platforms stated explicitly: iOS, Android, web admin, and whether cross-platform or native.
- Arabic in or out, with a price if it is out.
- The monthly figure after launch: hosting, third-party services and support.
- Who owns the code, in writing, including the repository and the app store accounts.
- What happens after go-live: the warranty period and what a change costs once it ends.
Frequently asked questions
How much does it cost to develop an app in Dubai?
Most apps cost between AED 29,380 and AED 128,537 to build, which is roughly US$8,000 to US$35,000. A focused app for one audience starts at AED 29,380 and ships in about five weeks; a marketplace or listing platform is around AED 66,105 over ten weeks; a data-heavy platform starts at AED 128,537. Running costs add AED 2,000 to AED 17,000 a month.
What is the cheapest realistic app?
About AED 29,380 for one audience, around fifteen screens and one or two integrations, built properly with error handling, an admin panel and Arabic. Below that you are buying a template, a demo, or someone else’s code you cannot change.
How long does an app take to build?
Five to seven weeks for a focused app, eight to ten for a full consumer app with an admin panel, and fourteen weeks or more for a platform. Add one to two weeks for app store review, which nobody controls.
Should I build for iOS or Android first in the UAE?
Usually neither, separately. Cross-platform frameworks ship both from one codebase for roughly the price of one, so the question only matters when you need deep device features. The UAE has high iPhone usage in the premium segment and strong Android numbers overall, which is another argument for shipping both at once.
Does the price include Arabic?
In our prices, bilingual interfaces are part of the build rather than an extra, because retrofitting right-to-left layouts costs far more than doing them from the start. Always ask any supplier to state this explicitly.
What does it cost to maintain an app?
AED 2,000 to AED 17,000 a month depending on usage and whether you take a support retainer, with most single-product apps at AED 2,000 to AED 6,000 in the first year. Over three years, running costs typically come to two or three times the build price.
The bottom line
App development in Dubai runs AED 29,380 to AED 128,537 to build and AED 2,000 to AED 17,000 a month to run. The band you land in is set by how many audiences you serve and how many systems you connect to, not by how long your feature list is.
Before you ask anyone for a quote, write down three things: the one audience you are serving first, every outside system the app must talk to, and how many people you expect to use it. With those, every agency gives you a better and more comparable number, including the ones that are not us.
We build apps for UAE businesses across e-commerce, on-demand services, CRM, SaaS and AI, in Dubai and Abu Dhabi. Tell us what you are building and we will scope it, price it at a fixed number, and tell you honestly where something off the shelf would do the job instead.
